What organizations are eligible for YHDP funding?

The Des Moines/Polk County Youth Homeless Demonstration Program (YHDP) is seeking proposals from all eligible applicants. Under YHDP, eligible applicants include non-profit organizations, local and state government, and instrumentalities of local and state government (such as housing authorities). For-profit entities are not eligible. 

If an organization applies for a housing project, can they also offer supportive services or would that require two separate applications?

Supportive services are an essential element of any YHDP housing project, so organizations are encouraged to budget for services to support the youth while they are housed in the program. Applicants can choose to partner with another agency to provide these services and/or use non-YHDP funds as well—it just has to be documented within your housing project application. Please refer to eligible supportive services in the § 578.53(e) of the CoC Interim Rule.

However, if organizations are interested in also completing a Supportive Services Only program (ex. Drop in Services) that doesn’t include a housing component, they would then be required to submit two separate YHDP project applications.

Can you partner with other organizations?

Absolutely; collaboration is encouraged in the YHDP process. An applicant may apply in partnership with one or more other organizations for a project. Joint applications should submit an MOU reflecting the role of project partners, and specific funding for each organization in the detailed budget.

How do organizations move forward in the process after submitting a YHDP LOI?

The YHDP LOI merely helped gauge community interest in YHDP funding, so all agencies who submitted an LOI are encouraged to submit a full application for project funding by April 17th. Although the LOI was highly recommended, even those organizations who did not submit an LOI can still apply for a YHDP project.

When will we find out if our project is approved?

Final YHDP project decisions will be made at the end of April. All YHDP applicants will be notified by May 6th if their proposal was selected for funding or not.

What happens once a project is selected for funding?

If an organization’s project is selected for funding, the agency will work with Polk County’s YHDP team and Technical Assistance leaders to finalize the project design, scope, budget, and implementation plan. Agencies will receive support to enter their full application into the HUD (Department of Housing and Urban Development) online eSNAPS system once awarded and will continually work with the City of Des Moines to draw YHDP funds.
